Tosefta Ketubbot
They force [a spouse] to move from a town that has a gentile majority to a town that has a Jewish majority, but they do not force [a spouse] to move from a town that has a Jewish majority to a town that has a gentile majority.
If he wants to come to the land of Israel but she does not want to come, they compel her to come.
If she wants to come but he does not want to come, they compel him to come.
If he wants to leave the land of Israel but she does not want to leave, they do not compel her to leave.
If she wants to leave but he does not want to leave, they compel her not to leave.
